About Us
The HR Office, Inc. was founded in 2003 by Sandy Cramer, Jeffrey Krauss and Jay Lutz to provide fully integrated temporary and temp-to-hire employee staffing and human resource consulting services to companies and non-profit organizations throughout central Pennsylvania.
The extensive professional management and human resource background and experience of each of the founders, when blended together with a professional support staff resulted in a company that has become a leading provider of these services in central Pennsylvania.
In 2013, with the tremendous growth that the company had experienced during the previous decade, the company reorganized itself to better focus on the services that it would provide its clientele. Those services included temporary and temp-to-hire employee staffing and newly added executive recruiting services.
More than two decades after the founding of the company, its services now assist employers in business sectors that include manufacturing, education, accounting/bookkeeping, banking, finance/investment, legal, medical administrative, non-profit and retail.
Today, with both Jeffrey Krauss and Jay Lutz each retired for several years, under the experienced leadership of Sandy Cramer and an extensively trained and professional support staff, the company continues to be a leader in providing temporary and temp-to-hire employee staffing and executive recruiting services in central Pennsylvania.

Sandra L. Cramer
Sandy is the managing partner being responsible for the day-to-day administration serving as corporate secretary and treasurer of The HR Office. Sandy’s professional background includes legal administrative services in employment law as well as providing human resource consulting and outsourced administration with a concentration in employee benefits, human resource administration, and employee relations. Today, she focuses on recruiting and staffing for employers locally and throughout the United States.
Sandy has had the professional designation of Professional in Human Resources (PHR) since 2001. To maintain that designation, Sandy is required to earn scheduled continuing professional education credits. In addition, she has been a distinguished guest speaker at The Pennsylvania State University and South Hills School of Business and Technology.
Sandy is a member of the American Staffing Association, the Society for Human Resource Management and the Central Keystone Valley HR Professionals. She also graduated in the Leadership Centre County Class of 2010.
