Our staff combined has more than 70 years experience in human resource management and employment services and are ready to play an integral part in helping your business grow. The HR Office, Inc. provides complete staffing services beginning with recruiting, interviewing, testing and reference checking and places candidates for temporary jobs, temp-to-hire positions or the ideal full time job. We have been a contractual provider of employment services to The Pennsylvania State University for several years.
Sandy Cramer

Sandy’s experience in human resource management focused on consulting in the areas of employee benefits, human resource administration, and employee relations. Today, she focuses on recruiting and staffing for employers locally and throughout the United States. Sandy’s role is corporate secretary and the firm’s administrative manager; she is responsible for all corporate accounting and record keeping.
Sandy’s professional background includes legal administrative services in employment law as well as providing human resource consulting and outsourced administration. Sandy has earned the designation of Professional in Human Resources (PHR) offered by the Society for Human Resource Management. To maintain that designation, she is required to earn scheduled continuing professional education credits.
She is a member of The American Staffing Association, Society for Human Resource Management, the Human Resource Association of Centre County, Community Diversity Group, and Women in Business. Sandy serves as the Chair of the Professional Development Committee within the Human Resource Association of Centre County. She is also part of the Leadership Centre County Class of 2010.
Jeffrey M. Krauss
Co-Founder
Jeff’s professional career of more than 30 years has focused on human resource management consulting, employee benefits consulting, employment services, general and financial management, university instruction and community service.

Jeff’s experience includes being an executive for 19 years with a central Pennsylvania electronic component manufacturer. During this employment, he held a variety of executive positions in administration, finance, marketing, labor-management relations and was a corporate officer and member of the company’s board of directors. It was during this employment that he developed the knowledge, experience and passion for human resource and employee benefits management.
In 2003, along with two co-founders, Jay Lutz and Sandra L. Cramer, he helped to found The HR Office, Inc., a leading employment services and human resource consulting firm that employers in central Pennsylvania contact when employment, recruiting and human resource management issues arise.
Jeff also teaches applied human resource management and employee benefits strategies, techniques and experiences to the next generation of business leaders and professionals. For several years he has served as a lecturer at The Pennsylvania State University in The College of Liberal Arts instructing seniors and graduate students who are majoring in Labor and Employment Relations and Human Resource Management.
A graduate of Kent State University with a Bachelor of Arts degree in Journalism, and a minor in Radio and Television Broadcasting, during his college career, Jeff was also a member of the University’s intercollegiate basketball team.
Jeff is a member of The Society For Human Resource Management, The American Staffing Association and The Human Resource Association of Centre County. He currently serves on the Board of Directors of The Chamber of Business and Industry of Centre County, The Centre County Industrial Development Authority and The Centre County Community Foundation. He also serves as a member of the Board of Directors of Ameron Construction in State College.
Jay Lutz

Jay has a broad background in management and human resource management in the small and large company setting as well as union and non-union, in the public and private arena. As administrative vice president at a large chemical manufacturer, Jay helped to manage the company’s growth from a small business to a large internationally-known manufacturer. He had complete responsibility for human resource management as a part of the corporate management team.
Jay was also president of a State College-based staffing firm for ten years prior to joining with Sandra Cramer and Jeffrey Krauss to start The HR Office, Inc. in 2003. He has become very well known in the area for employment services both for temporary and permanent job opportunities.
Community service has always been important to Jay, having served on many organizations’s board of directors. He is a founding member of Centre Volunteers in Medicine, a free medical/dental clinic in State College, PA serving the uninsured and underinsured of Centre County. In addition, Jay has been active in the Human Resources Association of Centre County for over 30 years, holding several leadership positions. He is a current member of the American Staffing Association. Jay has been a distinguished guest speaker at The Pennsylvania State University and South Hills School of Business and Technology.
Jay is a graduate of The Pennsylvania State University with a Bachelor of Science degree in Human Development.
