Sandra L. Cramer

Sandy’s experience in human resource management has concentrated on consulting in the areas of employee benefits, human resource administration, and employee relations. Today, she focuses on recruiting and staffing for employers locally and throughout the United States.


Sandy’s professional background includes legal administrative services in employment law as well as providing human resource consulting and outsourced administration. Her role in The HR Office is corporate secretary and administrative manager, and she is responsible for overseeing all corporate accounting and record keeping.

As part of her continued professional growth, Sandy has earned the designation Professional in Human Resources (PHR), offered by the Society for Human Resource Management. To maintain that designation, Sandy is required to earn scheduled continuing professional education credits. In addition, she has been a distinguished guest speaker at The Pennsylvania State University and South Hills School of Business and Technology.

Community Involvement

Sandy is a member of the American Staffing Association, the Society for Human Resource Management, the Human Resource Association of Centre County, and the Community Diversity Group. She also serves as Chair of the Professional Development Committee within the Human Resource Association of Centre County, and she graduated in the Leadership Centre County Class of 2010.

Jeffrey M. Krauss

Jeff’s professional career of more than 35 years has focused on human resource management consulting, employee benefits consulting, employment services, and general and financial management.


Jeff’s experience includes being an executive for 19 years with a central Pennsylvania electronic component manufacturer. During that employment, he held a variety of executive positions in administration, finance, marketing, and labor-management relations. With that manufacturer he was also a corporate officer and member of the company’s board of directors. It was there that he developed his knowledge, experience, and passion for human resources and employee benefits management, and he has been consulting with employers in the management of their human resources since 1993.

Jeff also teaches applied human resource management, along with employee benefits strategies, techniques and experiences, to the next generation of business leaders and professionals. For several years he has served as a lecturer at The Pennsylvania State University in The College of Liberal Arts, instructing seniors and graduate students majoring in Labor and Employment Relations and Human Resource Management.

A graduate of Kent State University with a Bachelor of Arts degree in Journalism, and a minor in Radio and Television Broadcasting, Jeff was also a member of his university’s intercollegiate basketball team.

Community Involvement

Jeff is a member of the Society For Human Resource Management, the American Staffing Association, and the Human Resource Association of Centre County. He has served on many organizations’ Board of Directors, and he currently serves on the Board of Directors of the Chamber of Business and Industry of Centre County, the Centre County Industrial Development Authority, and the Advisory Board of Directors of Fulton Bank in State College.

Jay Lutz

Jay has a broad background in management and human resource management in the small and large company setting, as well as union and non-union experience, in the public and private arena.


Jay is a graduate of the Pennsylvania State University in the College of Human Development. As administrative vice president with a large chemical manufacturer, Jay helped to manage the company’s growth from a small business to a large internationally-known manufacturer. He had complete responsibility in that position for human resource management as a part of the corporate management team.

Jay was also president of a State College-based staffing firm for ten years prior to joining with Sandy Cramer and Jeff Krauss to start The HR Office, Inc. in 2003. He has become very well known in the region for employment services for both temporary and permanent job opportunities.

Community Involvement

Community service has always been important to Jay, having served on many organizations’ board of directors. He is also a founding member of Centre Volunteers in Medicine, a free medical/dental clinic in State College, PA, serving the uninsured and underinsured of Centre County.

In addition, Jay has been active in the Human Resources Association of Centre County for over 30 years, holding several leadership positions. He is a current member of the American Staffing Association and has been a distinguished guest speaker at The Pennsylvania State University and South Hills School of Business and Technology.
